An independent state audit placed the Oakland Unified School District (OUSD) in the "high risk" category for financial insolvency on Monday, even as East Bay civic leaders mobilized voters at Oakstop in downtown Oakland, UC Berkeley celebrated 5 decades of community-partnered scholarship, and AC Transit announced Transbay service for Wednesday's Golden State Valkyries championship parade.

State FCMAT Analysis Assigns Oakland Unified a 47.7% Insolvency Risk Score

As reported by KALW 91.7, California's Fiscal Crisis and Management Assistance Team (FCMAT) released an independent fiscal health risk analysis rating Oakland Unified School District at "high" risk of financial insolvency—just 1 year after OUSD exited more than 20 years of state receivership that began with a $100 million state bailout in 2003:

  • 47.7% Risk Score & Six Deficit Years: FCMAT assigned OUSD a 47.7% risk score, well above the 40% threshold for high insolvency risk, after evaluating 20 categories of fiscal management. Auditors cited 6 consecutive years of deficit spending, a $15 million budget overrun last school year, expired labor contracts with 5 bargaining units, and an understaffed human resources department that failed to reconcile position control lists with payroll records.
  • Leadership Turnover Under Interim Superintendent Denise Saddler: The report also flagged governance instability after the Oakland school board cycled through 3 superintendents in 1 year—parting ways with former Superintendent Kyla Johnson-Trammell last summer before appointing interim Superintendent Denise Saddler—alongside a 17% turnover rate among principals and administrators at Oakland's highest-need schools. Saddler is scheduled to present a fiscal stabilization plan to the Alameda County Office of Education on Wednesday.

Xavier Becerra and Oakland Mayor Barbara Lee Mobilize Black Leaders at Oakstop

In downtown Oakland, the Post News Group reported that Democratic gubernatorial candidate Xavier Becerra—the former U.S. Health and Human Services Secretary, 33rd California Attorney General, and 12-term congressman—convened Black elected officials, clergy, labor organizers, and business owners at Oakstop:

  • Turnout Push Ahead of Tuesday's Election: Joined by Oakland Mayor Barbara Lee and Sacramento Observer publisher and Black press leader Larry Lee, Becerra urged East Bay voters to turn out in record numbers against federal healthcare cuts and voting restrictions. The Post News Group also spotlighted Alena Maunder, a healthcare professional running for the Southern Marin Community Services District (SMCSD) Board of Directors.

UC Berkeley Honors Meredith Minkler's Community-Engaged Research; AC Transit Preps for Valkyries Parade

Two additional East Bay announcements highlighted university scholarship and regional transit:

  • UC Berkeley Celebrates 300+ Community-Engaged Scholars: According to Berkeley News, UC Berkeley profiled Public Health Professor Emerita Meredith Minkler, who joined the faculty in 1974 and spent 5 decades pioneering community-engaged research—from organizing single-room-occupancy hotel residents in San Francisco's Tenderloin during the 1970s and 1980s to partnering with Radon Leaders Saving Lives and local youth in Richmond and Bayview-Hunters Point. Today, Senior Advisor Emily Ozer and Vice Provost Lisa García Bedolla coordinate more than 300 community-engaged scholars across 90+ UC Berkeley centers and units, including the 25-year-old CHAMACOS study in the Salinas Valley and the Berkeley Food Institute.
  • AC Transit Transbay Service & Free Park & Ride Lots: Ahead of Wednesday's Golden State Valkyries WNBA Championship Parade in San Francisco, AC Transit encouraged East Bay fans to ride Transbay buses into the Salesforce Transit Center (a short walk from the 10:30 a.m. Market Street parade route), offering free parking at the Richmond Parkway Transit Center (Line LA) and the Ardenwood Park & Ride in Fremont (Line U), plus Clipper START 50% fare discounts for eligible riders.
