Contra Costa County Superior Court Releases 2027–2029 Strategic Plan for Judicial Operations
Three-year framework prioritizes accessible justice, digital modernization, facility security, and community outreach across courthouse locations.

The Superior Court of California, County of Contra Costa, formally released its 2027–2029 Strategic Plan on Friday, October 16, establishing a comprehensive three-year roadmap to guide judicial administration and public courthouse services across the East Bay. Developed by judicial leadership and court executive officers in downtown Martinez, the framework outlines operational goals for courthouse facilities serving residents from Walnut Creek, Danville, and San Ramon to Concord, Richmond, and Pittsburg. The document reflects months of collaborative planning aimed at modernizing county legal infrastructure and expanding public access.
Court officials structured the multi-year initiative around five core Strategic Priorities: Accessible Justice, Workforce Excellence, Trusted Courts, Safe and Secure Courts, and Operational Excellence and Innovation. Key programmatic objectives include expanding multilingual self-help legal clinics, recruiting and retaining skilled courtroom clerks and court reporters, and upgrading physical security screening systems alongside cybersecurity defenses. The plan also directs administrative staff to streamline case filing and remote video appearance workflows through data analytics and modern cloud technology.
To ensure the roadmap addressed real-world community needs, the Superior Court planning committee gathered extensive feedback through a countywide public survey of Contra Costa County residents, trial jurors, and litigants. Additional policy input was contributed by county government departments, legal aid organizations, bar association committees, judicial officers on the bench, and frontline courthouse staff. Respondents consistently highlighted the importance of clear online navigation, reduced wait times at clerk windows, and transparent court scheduling.
Legal aid advocates and civic observers in Contra Costa County welcomed the emphasis on technological modernization and community outreach, noting that working families often face transportation hurdles when traveling to Court Street in Martinez or regional branch courthouses on Ygnacio Valley Road in Walnut Creek. State judicial council funding and county facility grants will support the phased implementation of digital evidence portals and expanded remote self-help workshops over the next thirty-six months.
Residents, attorneys, and civic partner organizations can review and download the complete 2027–2029 Strategic Plan document through the official court website at cc-courts.org or inquire at the administrative clerk's office at 725 Court Street in Martinez Monday through Friday by calling (925) 608-1000. Periodic progress reports measuring performance metrics across all five strategic priorities will be presented at public court executive committee briefings beginning in January 2027.
